The Top 5 Routes for Foreign Students Seeking Permanent Residency

Due to heightened competition from outside Canada and an increase in the number of temporary residents living there, international students are now having more difficulty than ever obtaining permanent residency (PR).



As per the new immigration levels plan 2024-2026, Canada intends to grant permanent residency under the economic category to 883,635 primary applicants until 2026.

It is challenging to make the transition to permanent residence for everyone because this encompasses highly qualified people from both inside and outside of Canada, including international students.

Being an international student does not ensure permanent residence in Canada, as even Immigration Minister Marc Miller has stated bluntly.

What is the most effective method for obtaining PR for overseas students?

While each person's situation and profile are unique, international students can work on one or more of the options below to increase their chances of obtaining permanent residence, in accordance with the immigration laws in effect at the time of writing.

1) Enter high-demand industries:

One option is to pursue education while entering the healthcare, tech, or skilled trades industries. In Express Entry, a skilled trades certification can earn you an extra 50 points, and the cut off score is lower than for general draws. Additionally, these industries are the focus of all Canadian provincial nominee programs (PNPs) when it comes to their PR draws.

2) Learn to speak two languages:

Given that most international students are reluctant to learn French, this is the least competitive route to permanent residency. Nonetheless, acquiring French language skills will enable you to apply for Francophone immigration, which has the lowest PR cut off point in PNPs or Express Entry. The goals for immigration by Francophones under the new 2024–2026 Immigration Levels Plan are 6% for 2024, 7% for 2025, and 8% for 2026.

3) Stacking programs:

By stacking programs, you can raise your level of education. After graduating from their one-year diploma program, international students can continue their education in Canada by enrolling in another program. This will lengthen the period of their Post-Graduation Work Permit (PGWP) in addition to increasing their PR points. Never forget that you are only eligible for PGWP once in your lifetime. You can therefore lawfully remain for the length of your studies and obtain a PGWP of equivalent duration if you obtain a 4-year degree in healthcare or other in-demand fields. In the meantime, compared to other international students who have only completed one year of PGWP and a year of diploma, you will have a much higher chance of obtaining PR.

4) Emphasize Immigration in Rural Areas:

Since most international students prefer to stay in large cities, rural immigration programs are among the most underutilized.

In addition to seeking to make the Rural and Northern Immigration Pilot (RNIP) permanent, the IRCC is investigating methods to expand it to new communities.

Additionally, more than 22 rural communities in Alberta have access to PR options through an alluring rural renewal stream.

Comparably, there are regional or rural immigration streams in other provinces that can aid in obtaining permanent residence.

Not everyone enjoys leaving the city, but if public relations is important to you, you should devise a unique strategy.

5) Start Your Own Business:

Although it may not be the best choice for everyone, entrepreneurship is like a seed that can overcome any obstacle and thrive in unheard-of circumstances, defying all expectations. As a result, if you have an entrepreneurial spirit or an idea, work toward realizing it and apply for the start-up visa program, which can assist at least five international students in obtaining PR. Though it may seem appealing, this is not as easy as it seems. But this is also a possible way to become a permanent resident of Canada and make your permanent home.
