The British Columbia (B.C.) government is now sending Provincial Attestation Letters (PALs) directly to qualifying postsecondary institutions so that new international student applicants can apply for a study visa to study in the province.

On January 22, 2024, Immigration, Refugees, and Citizenship Canada (IRCC) stated that new study permit applicants must provide a PAL with their application, with several exceptions.

What exactly are Provincial Attestation Letters?
The provincial attestation letter is a verification letter sent by the province to the institution, which subsequently forwards it to the overseas applicant.
The letter will serve as verification that the application was processed within the federal government's maximum limit.
Applicants will submit the attestation letter together with their study permit application.
Institutions who have spent their entire allocation will be unable to submit any additional applications until the federal government gives a new allocation for the following year.

However, due to the Canadian government's new cap on international students, there will be a restricted amount of PALs that a province in Canada can issue.
How many PALs will BC issue in 2024?
The allocation for the province of British Columbia includes 83,000 undergraduate study permit candidates.This compares to around 97,000 study permit applications for undergraduate programs in 2023.
Based on recent acceptance rates, the federal government anticipates approving approximately 50,000 study permit applications in 2024.
This compares to an estimated 60,000 accepted study permits in British Columbia in 2023.
