Provincial Attestation Letters (PALs), which are required for new foreign student applicants to apply for a study visa to study in British Columbia (B.C.), are now being sent directly by the B.C. government to qualifying postsecondary institutions.

Provincial attestation letters: what are they?
The verification letter known as the provincial attestation letter is sent by the province to the institution, which forwards it to the international applicant.
The letter will function as evidence that the application was processed within the upper bound set by the federal government.
The attestation letter will be submitted by the applicant with their study permit application.
Once the federal government releases a new allocation for the upcoming year, institutions that have used up their whole allotment will not be eligible to submit any further applications.
