Ontario to match international students with in-demand jobs:



Ontario said today in a news release that it is prioritizing public postsecondary education programs that would assist graduates land in-demand jobs.

This new policy is intended to fulfill the demands of the province's employment market in response to the federal government's two-year cap on international student study visa applications.

96% of study permit applications in Ontario will be directed to publicly financed institutions and universities.

The remaining 4% will be allocated to private universities, language schools, and other province-wide institutions. Career colleges will not accept any applications.

Institutions will accept applications based on the following criteria:

1) Prioritize programs in high-demand industries such as skilled trades, healthcare, STEM, hospitality, and child care.
2) An institution cannot exceed the 2023 permission levels.
3) As a final precaution, foreign permits cannot exceed 55% of the institution's first-year domestic enrollment in 2023 (except in high-demand areas).

French-language enrollment will also be prioritized as employers fight for French-speaking staff.

The government will collaborate with colleges and universities to help them set up and transition to programming that meets labor market demands while also promoting Ontario's economic growth.

Ontario Provincial Attestation Letter (PAL).
Most international students intending to study in Ontario must include a provincial letter of attestation with their study permit application.

This letter confirms that the federal government accommodated the application within its maximum limit.

Students who have accepted an offer of admission and intend to enroll in a postsecondary school should contact their admissions office to obtain an attestation letter.

Immigration, Refugees, and Citizenship Canada (IRCC) made amendments to the International Student Program for 2024 and 2025 in January 2024.

These modifications included limiting the number of study permits awarded to overseas students, with the exception of those pursuing master's and doctoral degrees and those in kindergarten through grade 12.

Applications to 22 out of 23 universities will stay at the 2023 level. Algoma University is the only university that has had a reduction in applications for 2023.
Of the 24 colleges, 11 will continue to receive applications until 2023.


Conestoga College and other public-private college cooperation will see the greatest reductions.

International students who begin a program at a publicly supported college operated by a private partner will no longer be eligible for a post-graduation work visa beginning May 15, 2024, as part of the federal government's January 2024 reforms.

To protect international postsecondary students and ensure they have a fantastic and rewarding experience while studying in Ontario, the government is:

To promote the mental health of postsecondary students, over $32 million will be invested in 2023-24. Additionally, all publicly financed schools and institutions will be required to provide accessible accommodation options for international students. This includes direct funding for postsecondary colleges through various programs.

Introducing the Strengthening Accountability and Student Supports Act of 2024, which, if passed, will help to improve the student experience by implementing additional measures to support mental health, safe and inclusive campuses, and increased fee transparency for all students, including international students.
